VA Refinance

A VA refinance is a refinance of a loan that is guaranteed by the United States Department of Veterans Affairs. VA loans are a benefit earned through military service, and they are designed to help eligible veterans, service members, and surviving spouses buy, build, or refinance a home on terms that reflect that service. This guide explains the main VA refinance paths in general terms, including the VA Interest Rate Reduction Refinance Loan, known as the IRRRL, and the questions to ask before you proceed.

This information is educational only. Cincinnati Refinance is not a lender, and we do not approve, price, or fund loans. Any VA loan is made by a lender approved to offer VA loans, subject to that lender’s requirements and the program’s rules. We do not publish rates, fees as dollar figures, or eligibility details beyond general descriptions, because the program as it applies to you depends on your service record, your current loan, and the lender’s assessment.

What Is a VA Loan?

VA loans are mortgage loans guaranteed in part by the Department of Veterans Affairs. That guarantee protects the lender against loss, which is why VA loans can offer features that differ from conventional loans, such as the absence of a requirement for private mortgage insurance in the usual conventional sense. Instead, VA loans generally involve a VA funding fee, whose treatment depends on the borrower’s circumstances and the loan type, and which should be understood in full before proceeding.

Eligibility for VA loans is generally based on service history, and surviving spouses may also be eligible in certain circumstances. A lender or a mortgage professional can explain how eligibility is established, usually through a Certificate of Eligibility, and what that means for a refinance.

The VA Interest Rate Reduction Refinance Loan (IRRRL)

The IRRRL is a streamlined refinance option for homeowners who already have a VA loan. In general terms, it is designed to be a simpler process than a standard refinance, with reduced documentation requirements in many cases, because the loan is already VA-guaranteed and the borrower has an established payment history on it. The exact requirements depend on the lender and on the borrower’s situation.

As its name suggests, an IRRRL is generally used to reduce the interest rate on an existing VA loan, or to change the loan’s structure in a way the program permits — for example, moving from an adjustable-rate loan to a fixed-rate loan. It is not generally a cash-out option. Ask the lender what documentation will be required, whether an appraisal is needed in your case, how the funding fee applies, and what the new loan’s full terms will be.

Standard VA Refinance and VA Cash-Out Refinance

A standard VA refinance follows a fuller application process, with the documentation, appraisal, and underwriting a lender requires for a new VA loan. It can be used to change the loan’s rate or term. In some cases, a VA cash-out refinance is also available, which replaces the current loan with a larger VA loan and pays the difference to the borrower in cash, subject to the program’s rules and the lender’s requirements. A VA cash-out refinance can also be a route for refinancing a non-VA loan into a VA loan, where the borrower is eligible and the lender approves it.

Because a cash-out refinance increases the loan balance, it deserves the same careful thought described in our cash-out refinance guide: consider the purpose of the cash, the total amount you will repay, and whether another way of paying would serve you better. For any VA refinance, also review the closing costs involved and our guide to when refinancing makes sense.

Who Might Consider a VA Refinance?

Homeowners who already have a VA loan and want a simpler process often start with the IRRRL. Homeowners who want to take cash out, or who want to move a non-VA loan into the VA program, may consider a standard or cash-out VA refinance. Homeowners who are unsure whether they are eligible, or how the funding fee applies to them, should ask a mortgage professional to walk through their specific situation rather than relying on general descriptions.

Compare the full terms in every case: the rate structure, the term, the funding fee, the closing costs, and the total amount you will pay over the life of the loan. A lower monthly payment alone does not tell the whole story.
